Probably you want to know the terms and conditions of such credit card as the Blue from American Express. Yes, the APR is 4.99% for balance transfers. This is a fixed APR for the life of the balance. however, there is another APR, in this case, the APR for purchases. You can enjoy a 0% APR on purchases for up to 15 months and after that it may be modified.
