Yes, there are suchlike card offers online, but the type of the card you'll get depends on your credit history. Evidently, you won't be approved for a balance transfer card if you have bad (damaged) credit. So, if your credit is good/excellent or average (if you're only building credit), review the following cards:

Orbitz® Visa® Signature from Capital One is designed for excellent credit score customers. It is a low rate, no annual fee card with no balance transfer charges. You'll earn up to 3 points per dollar each time you shop with the card.

If you have a low credit score, or average credit, consider Capital One Platinum - Visa , a lowest interest rate credit card with 0% intro APR on purchases and no balance transfer fees. A good alternative to it would be Capital One Classic Platinum - Visa which has a bit higher interest rate but a lower annual fee at the same time. No transfer fee applies.

Mind it that average credit cards from Capital One offer relatively low limits, no more than $3000. So before you make a balance transfer, make sure the amount transferred is not higher than this.
