Yes, you can use your JAL USA Card outside of the US anywhere Mastercard cards are accepted. But remember that Japan Airlines card charges a foreign transaction fee of 3%. That can be a considerable sum if you plan to use your card a lot. For a traveler we recommend getting a card without this fee.
