I want to apply for the PNC cash rewards card but not sure I will be approved for this card with my scores 628 EX, 674TU and 682EQ. What do you think my chances are? Can I prequalify for this card?

All in all, your credit scores are considered average. To apply for a PNC credit card your credit should be good or better, which is 700 or higher credit score. If you apply for a PNC credit card with your current credit scores, your chances to qualify will be low, and if you qualify, your available credit limit will be rather low, and interest rate will be high. As for the pre-qualification, you may receive a pre-selected offer in the mail, but there is no online pre-qualification. Also, note that pre-approved (or pre-selected) does not guarantees you will receive the offer.
If you are looking for a cash back credit card, look at the cards offered to people with average credit. Some of the offers can have cash back rewards programs that may suit your needs.
